Mandatory CCTV Policy

At CabCams (ACSS), we provide fully council-approved CCTV systems for licensed Hackney Carriage and Private Hire vehicles operating in Gosport and Fareham. 

From 1 October 2025, all newly licensed vehicles must be fitted with compliant in-vehicle CCTV. By 30 September 2026, all existing licensed vehicles must also have CCTV installed. 

Our systems are designed to meet and exceed Fareham Borough Council and Gosport Borough Council taxi CCTV requirements, offering professional installation, secure data handling, and flexible configurations to meet drivers’ needs. 

Cameras requirement for Gosport and Fareham

  • A forward-facing camera and internal-facing camera are required as standard. 
  • Systems can be expanded up to four cameras, which may include rear-facing or dual camera units for additional coverage.
  • All systems must include an approved privacy switch and comply with council specifications.
  • CCTV signage must be displayed within the vehicle.

Footage Access Control

  • Only an ICO-approved data controller can access and view the recorded footage, ensuring compliance with UK data protection regulations.
  • Secure Offline Storage: All recordings are securely stored offline in the MDVR unit fitted in the boot of the vehicle, protected with AES-256 encryption.
  • The system will store data for 30 days with an overwrite feature.

Installation and Support

  • ACSS provides a remote installation service to minimise vehicle downtime.
  • Installation for Fareham and Gosport will take place near Fareham Shopping Centre (see link).
  • Each vehicle installation typically takes 2–3 hours, depending on the vehicle and camera system.
  • Our in-house support team provides ongoing assistance after installation.

Minimum Requirements for the Council

The council requires taxi drivers to fit a minimum two-camera system, providing coverage of the vehicle’s interior and front, including the driver, passengers, and road ahead.

Camera Placement

The placement of cameras in your vehicle will depend on your specific requirements and the number of cameras you choose. They are usually strategically positioned to capture relevant areas.

MDVR Installation

The placement of the Mobile Digital Video Recorder (MDVR) would typically be in a secure location within the vehicle, often in the boot/trunk area.

Installation Time

Installation time for mobile CCTV systems can vary based on the complexity of the setup and
the number of cameras. On average, individuals can expect an installation time of 2-3 hours.

Certificate after Installation

You should receive a certificate of installation from Cabcam once the installation is completed. This certificate may be required for council approval.
